“No API keys, no logins, no sign-ups required.”

 [Microsoft · upstream description ↗](https://github.com/MicrosoftDocs/mcp/blob/f8ffde185dfd232dbf5d187c22ce299eadc3d583/README.md) Our analysis follows below.

01 / THE REASONING

## Why this made the selection.

 - The README lists exactly three tools, microsoft_docs_search, microsoft_docs_fetch and microsoft_code_sample_search, each reading Microsoft documentation; none writes to an account.
- The README says the endpoint needs no API keys, logins or sign-ups, and gives configuration for VS Code, Claude Desktop, Claude Code, Cursor, Codex, Gemini CLI, Windsurf and other clients.

### A good fit for

 - Retrieving Microsoft Learn documentation and code examples
- Connecting a documentation endpoint without an API key

### Weigh up before choosing

 - CC BY 4.0 applies to the referenced documentation/content, not to the hosted runtime implementation.
- The repository revision does not pin the changing hosted endpoint. The README tells custom clients to discover tools at runtime and not hard-code tool names or parameters, because the tools and their schemas will evolve.
- The README marks an OpenAI-compatible endpoint and a maxTokenBudget query parameter as experimental and subject to change.
- No end-to-end MCP setup was tested and no query was sent.

02 / THE REVIEW RECORD

## What we actually inspected.

Source review has boundaries. A clear record is more useful than a “safe” badge.

### Material inspected

 - README.md at f8ffde185dfd232dbf5d187c22ce299eadc3d583: endpoint, standard config, experimental features, tools table, client table
- LICENSE at the same commit: Creative Commons Attribution 4.0 International
- LICENSE-CODE at the same commit: MIT, Copyright (c) Microsoft Corporation

### Our findings

 - The public endpoint is documented without an API key.
- The pinned repository documents the service; it does not freeze or independently verify the hosted implementation.
- CC BY4.0 here refers to the documentation repository/content terms, not a licence assertion about the proprietary hosted runtime. The repository also carries LICENSE-CODE, the MIT License, Copyright (c) Microsoft Corporation.
- The README says the endpoint is for MCP clients over Streamable HTTP and may return 405 Method Not Allowed to a browser.
- configExample is the README's "Standard config" block at this commit; install.command is the README's Codex row, with its quotes. The previous configExample omitted the servers wrapper and the previous command dropped the quotes.
- The README does not state the hosted server's implementation language, so none is recorded. The @microsoft/learn-cli package in cli/ is a separate command-line client.
- Health on 2026-10-13: repository not archived, default-branch HEAD was this commit, GitHub reports CC-BY-4.0.

### Not established by this review

 - The hosted endpoint was not connected and no tool was called.
- The experimental OpenAI-compatible endpoint and maxTokenBudget parameter were not exercised.
- The CLI, plugins and skills in the repository were not installed.

The review applies to the material and revision named here. A newer upstream release can change its behavior.

03 / PUT IT TO WORK

## Connect a server deliberately.

[Upstream setup instructions ↗](https://github.com/MicrosoftDocs/mcp/blob/f8ffde185dfd232dbf5d187c22ce299eadc3d583/README.md)

DOCUMENTED COMMAND

 codex mcp add "microsoft-learn" --url "https://learn.microsoft.com/api/mcp" Copy command ↗

Copying does not execute this command. It may retrieve a newer version than the reviewed source.

 - Add the HTTP URL https://learn.microsoft.com/api/mcp in the client, or use the README row for your client.
- Attribute Microsoft Learn when you republish text from it.

### Before you start

 - A client that supports remote HTTP MCP

### Documented configuration example

Use the client and authentication context described in the setup guidance. Configuration formats vary between hosts.

 {
 "servers": {
 "microsoft-learn": {
 "type": "http",
 "url": "https://learn.microsoft.com/api/mcp"
 }
 }
} Copy configuration ↗

### Compatibility

Remote MCP clients · Codex, VS Code and other clients named in the README

### Transports

Streamable HTTP

### Public remote endpoint

 - No authentication: the README says no API keys, logins or sign-ups.
- Search and fetch public Microsoft Learn documentation and code samples.
- The shown Codex registration command writes local MCP client configuration.

### Cost model

The README says the server is free. The referenced documentation carries CC BY 4.0 terms; hosted service availability and terms remain separate.
